| The New York Makes Work Pay Initiative (NYMWP) is funded through the U.S. Department of Health and Human Services, Centers for Medicare and Medicaid Services Comprehensive Employment Systems Medicaid Infrastructure Grant. The grant is administered on behalf of New York State by the New York State Office of Mental Health and Research Foundation for Mental Hygiene. NYMWP builds upon New York's rich history of engaging in employment systems change efforts to affect positive work outcomes for New Yorkers with disabilities. The New York State Office of Mental Health (OMH) and their management partners Cornell University’s Employment and Disability Institute (EDI) and Syracuse University’s Burton Blatt Institute (BBI), and the New York State Department of Health (DOH) work together with the state agencies and organizations comprising the membership of the Governor's Most Integrated Setting Coordinating Council's Employment Committee (MISCC) in designing and implementing this comprehensive statewide strategy to close the employment gap for individuals with disabilities.

Last fall, Community Service Society's From Basic Skills to Better Futures report revealed shocking deficiencies in New York's GED system: New York State has the lowest GED passage rate in the country. Indeed, for 1.6 million NYC residents who lack a high school diploma or the equivalent, a failing GED system is unacceptable. The report stirred debate and helped create a sense of urgency to improve the GED system.
We are pleased to report that progress has been made toward this goal. A group led by City Council Speaker Christine Quinn, the New York City Department of Education, the Department of Small Business Services, and the New York Community Trust have developed and launched GED COMPASS, a web portal that wil make it easier to register and prepare for the GED test. This is an important first step in providing a meaningful second chance education system that helps all New Yorkers contribute to and benefit from our city's economy.

| In August 2004, the New York Association for Gender Rights Advocacy (NYAGRA), the Transgender Legal Defense & Education Fund (TLDEF) and the Gender Identity Project (GIP) of the Lesbian, Gay, Bisexual & Transgender Community Center came together to organize three public forums on access to health care for members of the transgender community. Hosted by the Center, the three forums focused on the pervasive discrimination and insensitivity that transgendered and gender-variant people face when trying to access on health care in New York City and its metropolitan area. Out of those public meetings, the three partner organizations formed the Transgender Health Initiative of New York (THINY), a community organizing project whose goal is to ensure that transgendered and gender non-conforming people can access health care in a safe, respectful and non-discriminatory manner.

| Tuning In to Local Labor Markets: Findings From the Sectoral Employment Impact Study
Over the past two decades, an innovative approach to workforce development known as sectoral employment has emerged, resulting in the creation of industry-specific training programs that prepare unemployed and underskilled workers for skilled positions and connect them with employers seeking to fill such vacancies. In 2003, with funding from the Charles Stewart Mott Foundation, P/PV launched the Sectoral Employment Impact Study to rigorously assess whether mature, nonprofit-led sector-focused programs could increase the earnings of disadvantaged workers and job seekers. P/PV selected three organizations to participate in the study—an employer/union association, a social venture and a human service organization.

Explaining the 2009 NY Rockefeller Drug Law Reforms
|
In April 2009, Governor David Paterson signed legislation enacting real reform of the NY Rockefeller Drug Laws. Such changes include eliminating mandatory minimums and returning judicial discretion in most (but not all) drug cases; reforming sentences; expanding drug treatment and alternatives to incarceration; and allowing resentencing of some currently incarcerated people who are serving sentences under the old laws. With these reforms, New York begins its shift away from the Rockefeller Drug Law regime, and toward an approach to drug policy based on public health and safety.
