DESCRIPTION:
The Addiction Research and Treatment Corporation was organized in 1969 to address the unique problems of hard-core inner city substance users (minority addicts) and has provided prevention and interventions to every person that has crossed a clinical threshold.  ARTC is a not-for-profit organization which is certified by the New York State Office of Alcoholism and Substance Abuses (OASAS) and an Article 28 Diagnostic and Treatment Center licensed by the NTSO of Health Systems Management.   ARTC's comprehensive approach is designed to service the heroin addicts in the inner-city communities of New York.   Its objective is to help its patients lead healthy, independent and productive lives allowing them to become responsible citizens who engage in a variety of meaningful activities.   ARTC seeks a Vocational Rehabilitation Counselor to be part of the inter-disciplinary treatment and employed within alcohol and substance abuse treatment programs.  The VRC will assist staff and patients in developing and implementing a comprehensive program of substance abuse treatment and vocational rehabilitation services that will result in the patients’ involvement in employment, skills training and/or educational activities.  The VRC will provide and/or coordinate those pre-vocational and vocational activities that will help patients develop and achieve vocational rehabilitation goals and function successfully in competitive employment.  The VRC will facilitate access to needed community services, via established linkages with vocational, educational and employment providers in the local community, than refers appropriate patients for these services.

RESPONSIBILITIES:
* Perform an initial intake of all patients to obtain vocational/educational background information and identify preliminary vocational/educational needs and develop a preliminary plan of services to meet these needs
* Conduct a comprehensive Educational/Vocational Assessment that includes a complete history of employment, training and education activities, the administration of educational/vocational tests, and evaluation of the patients capacity to function
* Utilize the results of the Comprehensive Educational/Vocational Assessment to develop, with the patient, a vocational rehabilitation plan with short and long range goals and provide and/or coordinate those activities to help the patient achieve these goals
* Provide on-going individual and group counseling to help patients improve their skills, make appropriate vocational decisions and assist them toward their established goals
* Function as an integral member of the inter-disciplinary treatment team and participate in cases conferences, team meetings, and in-service workshops
* Develop and implement a formalized curriculum to train patients in personal development and life skills; this will enable them to become successfully involved in community based vocational, educational and employment activities
* Develop and maintain linkages with community based supportive services, educational, vocational, and employment resources
* Refer patients to appropriate providers in the community for educational, vocational, and employment services
* Provide follow-up and post-placement support services to patients who are competitively employed or attending educational and/or skills training activities
* Provide training and consultation to treatment program staff in vocational rehabilitation principles and practices and help to insure coordination and integration of vocational services within the overall treatment process
* Keep concise and accurate case records of the patient’s status and progress: prepare required report forms and keep statistics on patient contacts, referrals, employment, etc.

QUALIFICATIONS:
* Masters Degree in Vocational Rehabilitation Counseling (CRC), Mental Health Counseling (LMHC), or related field
* Three years experience as described above under the direct supervision of a Certified Rehabilitation Counselor (CRC)

RESPONSIBILITIES:
* Maintain confidentiality of records relating to clients within the Psychiatric Division

* Present the Bellevue Hospital Work Development program to clients within various clinics (this is a volunteer (training) program from 6 months to 1 year)
* Prepare Work Development payroll on the bi-weekly basis
* Maintain working relationships with other departments within the hospital and other community agencies
* Attend and participate in supervision, staff meetings, case conferences, team meetings etc.

QUALIFICATIONS:
* Master’s Degree in rehabilitation counseling or counseling required
* Certified Rehabilitation Counselor (CRC) or CRC-eligibility required
* Must have at least 2 years active employment experience working in the field of vocational rehabilitation (excluding internship participation)
